Senior Business Requirements Analyst

Position Description:

The key responsibilities of this position are to perform requirements analysis for functional and non-functional requirements for the existing TIP system, as well as the requirements management and analysis of high-level functional and non-functional requirements for TIP NextGen.

The Sr. Business Requirements Analyst is expected to:

  • Lead requirements development for new business requirements gathering and product assessment phases. The objective is to ensure that alternative IT solutions for TIP NextGen enable implementation of these requirements.

  • Define and document internal and external user interfaces and support system and data requirement clarification and definition for the existing TIP system and TIP NextGen.

  • Act as the liaison among internal stakeholders (FNS and business groups) to analyze, document, communicate, and validate business and system requirements for the existing TIP system and TIP NextGen.

  • Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.

  • Interface with Product staff as technical advisor for new functionality

  • Perform some PM tasks such as Weekly Status Reports, Meeting Minutes, Monthly Status Reports, and PowerPoint presentations

Education and Experience:  

  • B.S. or equivalent experience in Information Technology or related field

  • Extensive knowledge of business requirements in full SDLC (waterfall and Agile), IT Operations environments

  • Proficient in building a Requirements Traceability Matrix (RTM) and Requirements Management Plan (RMP), JIRA, User Interface/User Experience (UI/UX)

  • Ability to conduct Joint Application Design sessions with subject matter experts and internal stakeholders

  • 7-10 years of experience performing business requirements analysis and business architecture for applications, databases, and extensive experience in integrating the solution with multiple other applications and systems.

  • Proficient in critically evaluating information gathered from multiple sources, reconcile conflicts and decompose high-level information into details

  • Must be comfortable working in conjunction with various levels of management and teams to accomplish agency goals.

  • Highly ethical, analytical, team-oriented, flexible, inquisitive, and logical.

  • Strong sense of urgency with ability to multi-task, take initiative, and follow-through

  • Demonstrated ability to lead and manage business requirements development activities

  • Ability to use consensus building, negotiation, coalition building, and conflict resolution techniques sufficient to establish and maintain effective communication channels with multiple stakeholders and teams.

  • Proficiency with the Microsoft Office suite of products, (i.e., Word, Excel, PowerPoint), MS Project, MS Visio

  • After-hours support may be required

Required Skills and Competencies:

  • Successful candidate must be able to obtain a Public Trust clearance

  • Work with functional leads and Product Owners to transform and develop new requirements

  • Create and maintain workflows, approval processes, and validation rules based on internal stakeholder requirements
